can't access files win98/xp

fresh install of win98, tcp/ip installed

from the win98 pc i can see other pc's on lan, can explore folders on other pc's on lan, can't access files on other pc's on the lan, just locks up

from xp pc i can see the win98's folders and files but can't access files

from the win98 pc i can access internet web sites but can't download any files

so you can see the win98 pc is networked but can't transfer in any files to do stuff with
