Ok, so I have a Samsung DVD-Burner in my PC. And I have a DVD-RW disc in my PC, the disc does have some stargate show or movie burned on to it..

But, this is a Memorex DVD+R RW Disc. When I try to Format it with windows, it just says "Windows could not complete the Format process"

And when I try to Format with Alcohol 120% or Power ISO. It see's the disc is there. But it says, Please insert a DVD-RW. Cannot rewrite a DVD-R.

All while the disc clearly states in the programs it is a, DVD-RW lol.

So, I am very confused. This is really frustrating. Please help me guys and girls. THANKS!

So, pretty much.. It thinks my DVD-RW disc is a DVD-R. But, it is a DVD-RW disc.

I would expect so but, your DVD burner can write to both +R and -R?
I wouldn't expect any new(ish) burners to NOT be multi-write or whatever they're called.

Also, you first say you have DVD-RW disc, then you say you have a DVD+RW disc.
-R and +R are different...

They can only be re-burned X amount of times. Also I believe when creating a disc, depending on software used, it is possible to mark them as no longer burnable.
