Cannot Format SATA Drive

I have a Seagate 120 gig drive that I am having trouble formatting. When I go into the Windows Setup screen I load the sata drivers and I get to the screen where it asks if I would like to setup windows or run recovery. Either option I choose it then proceeds to check the drive and just sits on that screen saying it is checking the drive. If the drive is plugged in while I am booting from my primary drive, the system will not boot after the XP loading screen. Is there another way to format this drive or is it possible that the drive is corrupt?
