Can you watercool 7970 for low noise?

I currently have 2x 6950, I'm considering getting a 7970 with water or aftermarket air with low rpm 120/140mm fans.

I currently have 2 PC's, one noisy gaming AMD system and one office/htpc Sandy Bridge.

I'm considering selling the AMD and for the $$$ buy watercooling stuff and a better sandy bridge (i3 2100 or i5 2500k).

My main concern is noise, currently my SB office computer with fractal R2 and 3x 120mm 500rpm fans gives no noise.
It also has a Corsair PSU that at IDLE has low noise.

But my gaming PC with HAF 932 and 2x 6950 GPU's and with alot of fans does give alot of noise.

I'm not sure if the Fractal R2 can fit watercooling, the CPU can obviously Keep the mugen cooler, but the 7970 air is going to be NOISY!

You can build a low noise system and watercooling allows such to be built with still good performance.
I once built a kitchen machine that friends used and they thought it was off due to it was completly silent.
However, if you still want gaming performance watercooling is a good bet as there are more options for it.
