Can someone explain me the difference

So if a monitor can support a higher resolution then 1080p does that mean it automatically supports it ? for example

the new Dell 2407 supports resolution of 1920x1200 Pixels at 60 Hz. does that mean it automatically supports 1080 i or p?

Yes, it'll get upscaled. But for your case if you are watching an 1080p (1900x1080) movie full screen, it will fit exactly horizontally and you'll get black bars above and below because monitor's 1200 pixels are more than the movie requires (1080).
