no. no one can make that for you. you need someone who has a waterjet machine to cut something like that and get a clean edge
i googled water jets and gave me this cool page with alot of nice pics of what water jets can do.

You could achieve the same effect with other materials ... such as wood with a coping saw or a scroll saw. MUCH cheaper than going out and buying a waterjet 
Personally, I'd go for a layer of wood (1/8" ply), a layer of acrylic, and another layer of wood (1/8" ply). Sandwich them together with contact adhesive, then scroll saw (or coping saw) out the design you want. THEN you could light up the acrylic, and make the eye socket areas and teeth glow red.
Why imitate when you can innovate?
