I'm about to pick up a Samsung 997df 19 inch CRT today, and I was wondering If I'd be able to use the widescreen modes of certain games, like HL2 and whatnot. Thanks!

You'll be able to get the widescreen resolutions with some minor tweaking, but then you'll have huge black bars on the top and bottom of the screen, just like if you were watching a widescreen movie on a standard aspect ratio TV. You're better off using a 4:3 resolution. Unless you don't mind those black bars on the top and bottom...
