yes, that RAM is fine to use with that CPU. I would explain more, but that's not what you asked for.
 
Only if you plan on overclocking or not using 1:1 ratio between FSB & ram.
You should also be able to overclock those to higher speeds, at the price of laxed latencies.

Sure, you can. Since you're most likely going to run this memory in dual-channel mode on your motherboard with the Core 2 Quad Q6600 processor, the actual SPD-detected clock speed of this memory would be 67 MHz higher than the actual clock speed of your processor's FSB (Front-Side Bus). Thus, in order for the clocks to be synchronous (1:1 or 2:1), you'd actually need DDR2-533 (PC2-4200) memory. However, the P35 chipset does not officially support 1:1 memory operation with an FSB1066 processor such as the Core 2 Quad Q6600 (since the slowest-clocked memory that's supported for the P35 is DDR2-667); the memory will always be asynchronous from your processor's FSB with that particular chipset (according to Intel's official specs for that chipset). You'll have better luck with a P965 chipset or an NVIDIA chipset when running memory 1:1 with an FSB1066 processor.
