Can I reinstall DirectX for XP Pro

My friend just bought his ATI 9800 Pro, and after tons of research and tweaking, he's still getting horrible frame rates, even compared to his g3 ti 500. After a little more research, I found that in DX, it says AGP Texture Acceleration is not available. How can this be fixed? If he has to reinstall DirectX, how would you do that on XP Pro w/o reformatting? Thanks for any help.
 
You should be able to uninstall the update from add/remove programs, honestly, I'm too drunk to look up which one. :)

There is also a DX hotfix, which, once uninstall and reinstalled from windowsupdate.com will at least update that section. GL.
