Can CPU effect max HTT?

Im gonna buy a 144 or 146 opty soon. My board as it stands with this winchester max's at bout 260 or there abouts on the HTT. Above that i can warm boot the system. Iv even had it prime stable at 330HT within windows. But if i turn off and back on again. I get no post. Will getting an opterOWN sort this out? Or is it a board issue? I kno that my CBBID winnie is a POS. I jus dont wanna get an opterOWN and still be stuck at 2.5Ghz. And thats if i buy the more expensive 146. With a 144...2250Mhz would SUCK!
