I am building my friend an HTPC, all he wants it for is some stupid game called step mania and to watch anime. His desktop in his office will still be his prime gaming machine.

That being said I recommended that instead of spending $120 on a cheap Core 2 for the HTPC, he buy an E8400 and put that in his desktop and then put his Pentium D 830 in the HTPC. His pc is a dell xps 600 that he bought like a few months before the Core 2 launch (didn't bother asking any of his friends for recommendations just went and made a blind purchase).

Should the processor run ok with the slower FSB and whatnot? They are the same socket, so while it might not run as efficient in the older motherboard, will it run at all?
 
Almost certainly no.
Different power requirements. They stuck with s775 for years, but there were several power delivery changes throughout that time.

P965 boards are s775 and not THAT old, and I dont think they can yorkies even.
