So I just finished fixing an old lenovo that had the heatsink not seated properly from the factory.

It was only making contact on one of the edges of the heastink. It was so bad that the original TIM still had the criss-cross patern on it and the CPU was perfectly clean except for the one edge.

It would max the fan out any time any load was put on it. I am surprised it was even running.

Just wondering what the minimum speed on the C2D processors are when being thermal throttled.

It is a 3.0Ghz 1333 6M cache

Only thing I could find is that speedstep drops down to 6x multiplier when idling.
 
yup.. my E8400 drop to 6x multiplier which its about 2000mhz, 6x333mhz and that's the lower it can go even thermal throttled, because lower than that it will just shut down.
