Ok, maybe I am just an idiot and don't know how to search, but I have tried here, there, and everywhere to find an answer to my question. On the C2D chips is the multiplier "lock" a minimum or maximum multiplier? For example, if the multiplier is "locked" at 10 can you use 10 or anything lower.....9,8,7, etc. or the other way around? Thanks for the help.
 
I can say for sure if its locked you cannot set the multiplier any higher and can only OC by increasing the FSB. Not sure about lower though.
 
The lock is the maximum multiplier that can be used, but you will not be able to set the multiplier to every single choice below that maximum. You will probably be given the maximum and one or two other choices (1 lower, 2 lower).

On my E6300, I have the choice between a 7x multiplier, or a 6x.
 
It's locked at 6x minimum and locked upward. So a 10x multiplier CPU can use 6 - 7 - 8 - 9 and 10x.
