Buying or Building A Computer

New PC buyer here. Terribly sorry about the first OP, will clean it up now.

Wondering if anyone knowledgeable about PC parts can find a better deal than this or customize my own PC to be built with similar but slightly lower priced pieces with the possibility of enhancing the performance. Looking to shave off a few bucks as $1500 is a bit out of my price range but I feel $1200 .. even $1400 is slightly more doable.

The primary function I would like with this PC is extremely smooth gaming for Starcraft 2 + HD streaming capability.

2) What's your budget? Are tax and shipping included?
Despite the OP upon further thought, no budget, just hoping to keep it within a certain range between $1000-1900

3) Where do you live?
Canada

4) What exact parts do you need for that budget? CPU, RAM, case, etc. The word "Everything" is not a valid answer. Please list out all the parts you'll need.
At least an i7 Quad Core processor / 6MB Ram / Dedicated graphics

5) If reusing any parts, what parts will you be reusing? Please be especially specific about the power supply. List make and model.
Samsung Syncmaster 930bf? (Is it possible to re-use this?)

6) Will you be overclocking?
Only if necessary, unlikely.

7) What size monitor do you have and/or plan to have?
21 inch.

8) When do you plan on building/buying the PC?
Immediately, asap.

9) What features do you need in a motherboard? RAID? Firewire? Crossfire or SLI support? USB 3.0? SATA 6Gb/s? eSATA? Onboard video? etc.
No clue what this is... =(.

10) Do you already have a legit and reusable/transferable OS key/license? If yes, what OS? Is it 32bit or 64bit?
No, buying Windows 7 Premium with the computer.

Hoping to find better parts & wondering if what is listed above can handle HD streaming in a game with high quality graphics. Comparing video cards atm on another site but as one can tell I'm quite ignorant and new to this, and not sure if they are more than enough to handle the performance of running say Starcraft 2 or Dragon Age 2 on high settings + streaming.

Something doesn't match up here: The Samsung is a 19" monitor, not a 21". Do you have another 21" monitor or something or is that Samsung is your only monitor?
