Buy this or build?

you should be able to build the exact one for quite a bit cheaper.
4070Ti Super would be the card to get if you get it now, 5070Ti if you wait till next month when they come out.
I would wait till the new cards come out and see availability and see if the 4070Ti Super goes down in price.

I'm not sure about cheaper but here's the thing, everything is better. #1 better warranty on all parts. #2 generally better parts. #3 generally better support for drivers and bios updates over time. I would say the build linked below is an upgrade from every part included with the cookie cutter prebuilt linked in OP except CPU which is 1:1.

Not sure if it would be easy to beat the price to be worth it with the rebate if you go for the 14700kf-4070super.

being an Asus ROG edition it must have an ok Asus motherboard in there (2 m.2 slot and 4 pci-e x16, 2x usb c 3.2, 4x usb a 3.2, wifi 6-bluetooth), 5600 ddr5 ram

And unlike a dell-hp I would not imagine any rare custom part hard to find bios-drivers, al regular could have bought them yourself ? could be all wrong never bought any of those.

A price-performance increase would come from picking something else than a 14700kf-4070super because it would serve his need (say a 5700x3d-upcoming 9070xt)
 
The sale ended on that prebuilt, so it’s a non issue now. Talked him into building. I used another sites $1500 guide for the below parts. With OS, it puts me a little over $1600. Is there anything that I can substitute to get me closer to the $1500 mark without sacrificing performance? Performance trumps price.

One major thing wrong:

Very slow RAM. Not only it is extremely slow, but it's completely incompatible with the motherboard that you've chosen. That Z790 Gaming AX requires DDR5 RAM while you picked only DDR4-2400 RAM. And not only that, but the RAM that you picked is for laptops only - not desktop motherboards (with few exceptions).

I know better on the RAM. Must have accidentally clicked the wrong one and obviously didn’t notice. Nice catch.

I will double check on the video card.

Between those two I’d choose the 4070ti super. Or the Super, but the ti helpful if you game at ultra 1440 or any real amount of 4k that involves eye candy.
 
The 4070ti super is not in the budget. Need something in the $500-600 range. Options?

Be careful about buying an RTX 4070. It comes in two flavors - one with GDDR6X VRAM while the other includes inferior-performing GDDR6 (without the X) VRAM. And for having both flavors getting no name change whatsoever, you will have to read the packaging and description.

By the way, if you're going to pay that much for a non-SUPER RTX 4070, especially with non-X GDDR6 VRAM, I'd strongly recommend spending the bit of extra money for the RTX 4070 SUPER. LubeTbk suggested an RTX 4070 Ti SUPER, which is a much more expensive GPU to begin with; in fact, it is actually a slightly cut down RTX 4080 rather than a supercharged RTX 4070 or a boosted OG RTX 4070 Ti. Note the different GPU parts on the RTX 4070 Ti SUPER and the other RTX 4070 series GPUs: The 4070 Ti SUPER is based on the more expensive AD103 chip that powers the RTX 4080 series while the rest of the RTX 4070 line is based on the cheaper AD104 chip.
 
Honestly I would bump it up to 32gb and save up a little more for when the 5070ti is released in a few weeks.

Not at today’s PC component prices - at least not for a system that won’t be heavily bottlenecked by either the CPU or the GPU. As a matter of fact, unless one buys used or old-generation, $750 may only buy a potato PC these days.

Problem is, IMHO it is not worth buying (at any price) older-gen parts that are at or very near the end of their production lifetimes, especially lower-end ones.

I look to what games, wor, I do and build from there. Next year a new part will be all the rage.
Personally I also try to keep the 500 watt light bulb burning next to me on the desk, as low as possible.
Perhaps better programming would help, rather than having to force a program to run like the vendors say they will.
yes nvid has the top 3-4 vid cards but you pay for them, why if you don't use the horsepower.

Older parts are fine. The majority of users here think only the best of the best should be used in builds. Prices are outrageously above MSRP now for the best parts, and you could buy and build multiple older systems with used parts. Do you really want to buy an RTX 5090 for $9000, or a 9800X3D for $600? Probably not.

AM4 is fine. AM5 isn't much better unless you're going to buy the top-end CPU's, which will be at least $380 for a used 7800X3D. AM5 also uses DDR5, which is more expensive than DDR4 with marginal gains.
LGA 1700 is fine. LGA 1851 isn't much better, and you won't see many in the used market, and new prices are absurd, again, for marginal gains except for AI uses.

For example, I re-used all my older parts from my old 3930K build, so all I needed was:
CPU
CPU Cooler
Motherboard
DDR4 RAM
Graphics card
NVMe SSD (optional)

I bought a 13600K for $150 new (3rd party Facebook marketplace, a 3 hour drive, though), and a used one for $147.00 on eBay. If you don't overclock, I also bought a used 13600T for $110.49, also on eBay.
Used Z690 motherboard and used 4x16GB DDR4 3600MHz RAM for $75 on Facebook marketplace (but I drove 4 hours there and back to get it).

A used RTX 3080 10GB for $260.
A used KIOXIA XG8 512GB for $29.95 on eBay. Or, you can buy new from lesser known brands like the San Zang S7000 or Fikwot FN960 for less than $35.

You can find great deals on 360 AIO's for as cheap as $55 - $80. Or decent air coolers for cheaper.

So, aside from the CPU Cooler, total cost can be as low as $445.49. This should last at least 5 years, if not longer.

My son's build was much cheaper with an AM4 build using a used 5600X ($60), 2x8GB 3200MHz DDR4 RAM, and a used RTX 3070 (PSU trade+$50). I'm pretty sure it cost less than $200 total.

You basically have to wait until you find deals on used and new parts, but it can be done in the span of a couple of months.

By the time I need to upgrade, 3-4 generations of CPU's will probably release, and 2-3 generations of GPU's.

Your responses are valid given that I’m more of a workstation/productivity guy. I have not run games at all on any of my recent PC’s.

At any rate, if I were to choose that older build, I would not go with a 300- or 400-series chipset on whichever AM4 motherboard that 5600X would be sitting on because the RX 6650 XT that has been suggested would have been bottlenecked slightly by the PCI-e 3.0 interface to the primary x16 slot (all RX x6xx-series GPUs use PCI-e 4.0 x8 for their connection). One would need a 700-level or higher AMD GPU in order to utilize the full 16 PCI-e lane bandwidth. As a result, a 500-series chipset would be needed to avoid interface-induced bottlenecking on any lower-end AMD or Nvidia GPU. Hence your selection of the B550 motherboard of choice is valid, as well.

I have overreacted a bit in this thread. I have been treating last-gen parts as five to six generations old simply because (as I stated in my most recent post) I am more of a workstation guy than a gamer.

Haha, not a problem, the op did start out in the $1500 range.
We don't know if he has a monitor or tv or gsync etc.
