I currently have an Intel D 930, 2x1 DDR2 667 ram, and 8800 gts 320.. and a crap ECS board. Should I upgrade now to like, a E6750, or E8400, with 4 gigs of ram and a abit ip35-e, or, do i wait for Nehinem (sp). Like, exactly how long of a wait would that be?

If you're not happy with your setup now (I'd keep the GTS320 for now), then it's a good time to buy an E8400 as it'll support SSE4 instructions and it is up to date tech. You could also get a quad for $30-40 more.
Nehalem may be delayed further, as Intel even delayed the 45nm quad cores, since they're slaughtering AMD on the performance front. There's no incentive for them to introduce new products. (Although, Intel could further hit the nail in the coffin by introducing all this new tech earlier.)
AM2 processors are cheap now too, and they're snappy because of the integrated mem controller. Going from a 939 Opteron Dual, I can say that an E8400 at 4GHz, does give noticeable difference in performance and that the benefits on the integrated memory controller on the AMD side, while it offered an advantage against P4s, doesn't really offer any advantage against the Core 2s.

i see, well, i figure quad woudln't be a nessecisity, just cuz I mainly game, or multi task, but don't do any video/audio work. I'm just really hesitant to pull the trigger as I don't want to buy a new mobo and ram (as my mobo is a crappy ECS that won't support C2D CPUs) like 3 months from now. When will DDR3 become the new standard?

DDR3 is a new standard, but it's overpriced. DDR2 often performs equally, given the current speed of processors and since even DDR2 isn't even fully saturated by current processors or applications. Faster ram does get you benchmark bragging rights, but offer a change of 2-3fps per game.
That being said, I heard some "snake oil" about DDR3 being able to handle larger files better. IE.) if you're working with a 3GB file and you only have 2GB of ram. But that's probably snake oil. Given the pricing of DDR2 and the fact that all new major tech will likely show up in '09 only, I think 4GB of DDR2 in a 2x2 configuration is not bad, for a $100.
I just had a friend upgrade from a Pentium D930, to an allendale and OC'd it on a cheapie $80 board. He claims it's light years faster than his old setup and cost 1/4 of the amount he spent before. He's also happy that he's able to use his old ram too, becuase his LGA775 was DDR2 as well.

If you find yourself waiting for things to load, you can wipe out your setup and re-install windows. If it is still slow, then ya, upgrade.
I'd get an e8400. E6750 if you want to save a bit but e8400 is @ the sweet spot right now.
