1) What will you be doing with this PC? Gaming? Photoshop? Web browsing? etc
Mostly Gaming. Being able to run Guild Wars 2 on decent quality.

2) What's your budget? Are tax and shipping included?
$800 is the budget with shipping and tax

3) Which country do you live in?
USA, San Jose California

4) What exact parts do you need for that budget? CPU, RAM, case, etc. The word "Everything" is not a valid answer. Please list out all the parts you'll need.
CPU, Mobo, PSU, Graphics Card, Case, RAM, Hard Drive. I am not sure if a DVD-R drive is necessary for a new build. If it is then please include it.

5) If reusing any parts, what parts will you be reusing? Please be especially specific about the power supply. List make and model.
Just Monitor, mouse, and keyboard.

7) What is the max resolution of your monitor? What size is it?

8) When do you plan on building/buying the PC?

Any advice we give now will be worthless by December. Honestly, you are planning way too far ahead. I made the same mistake and I'll give you the advice that was given to me... Come back 1 - 2 weeks before you are ready to build.
 
It doesnt hurt to get some general ideas down on paper, type of CPE, in general are you going AMD or Intel.

Once you know which CPU family (and AMD and Intel both have sub families) then you can start eye-balling motherboards and ram. Like Frogger is saying dont put anythign in ink yet, but get an idea and the pulse of the market.

Next get an idea of how much GPU you want, AMD or Nvida (I like Nvidia, a lot of people like AMD both have their good points)

Once you have an idea there you can start to decide on Power supply, drives and everything else.

GW2 is pretty forgiving for medium level equipment, medium high can make it very nice -- I saw the size of your monitor, I'd be looking at upgrading to a 23/24 with 1920/1080. If you watch the sales closely right after turkey day to Christmas you should see some good sales.

In fact if you get a good general idea of what you want and sniper the sales you can do pretty good.

For games and photoshop both you want a nice sized monitor, most vid cards will let you use the 1440 monitor as a second screen.
