Which forum do I start in? I remember there have been articles devoted in the past to the "under $1500 PC" or so ... but I seem unable to find anything like that today.

So where do I start for some advice?
 
Good choice...General Hardware until you have specific questions related to a single piece of equipment, like a video card or harddrive. Then you take it to that individual forum :)
