Building a HTPC, beginner advice

I am looking to piece together a HTPC over the next 4-5 months. I want it to be as small and as cheap as possible. Here are my factors:

Small size
Quiet operation
Low power consumption and heat emission
Sync on network with shared folders from several computers
Record tv to hard drive
Transfer files to and from other PCs
Internet browsing (youtube, pandora, hulu).
Wireless internet

Essentially I'd like to keep all of my media on my 3tb raid0 I have on my desktop, so this box would need to be able to interface with windows 7. The OS isn't an issue to me, but I'd like it to be Vista (unless XP is a more viable option).

Could you get me started with maybe a newegg or amazon prime link to a motherboard/case? Thanks!

Take a look through the many other threads about building an HTPC. They're full of reccomendations and advice.
