Build help - $700 budget quiet computer

1) What will you be doing with this PC? Gaming? Photoshop? Web browsing? etc
Photoshop, video making, maybe some gaming as well

2) What's your budget? Are tax and shipping included?
$700 not including tax and shipping

Full build. Must have 1TB hard drive.

Looking to build a computer that is quiet. Preferably not too many lights on the case :)
 
How quiet do you want? Like "I can't hear if it's on" or just "its running and doesn't sound like a pack of howler monkeys in my room"?

I dont know what suppliers are on Australia, but ill give you some options and you can search localy or to whatever estores you have that can deliver to you.

To build a quiet setup, the most important is to buy components that are not that noisy, most of the noise will be generated by moving parts like Hard Drives and Fans, thus you need to find components that will generate the least amount of noise while still with in your budget and can perform your desired tasks.

For fans search for Scythe Slipstream (or the new Glidestream) 800-1200rpm for your case fan, Nexus Basic are also decent 120mm fans that are not that expensive. For case this wont matter as much, try to get something with in your budget, but if you can Antec Solo II comes with hdd rubber suspension that will decrease the noise generated by mechanical hdds and also comes with sound dampening on the side panels.

For OS/Apps, i would suggest if you can.... to get an ssd, Crucial M4 64gb would be the least i would buy, 128gb preferable, this will reduce a lot the usual noise you get from hdds seeking, reading/writing. And grab a 1tb WD Caviar Green for storage.

GPU i would probably leave it out for now, i would prefer to get the ssd instead. Intel iGPUs are pretty decent for usual task, depending on the software you will use on your video making, it might be able to use QuickSync for encoding/transcoding. You can always add a dedicated GPU later on if you feel you benefit from things like Nvidia Cuda cores, or if you feel you want your games to run more fluid.

For CPU since you do videos n photoshop i would invest as much as you can here, but with no OS licence yet.... this can take almost half of your budget. Intel 3570/3770 would be my picks but they are expensive CPUs, maybe an AMD FX8350 + AMD 7770 would end up a better combo, but similar in price to a 3770. For mobo search for Intel B75 based mother board, they are the cheapest.

For PSU, search for Seasonic G series, Seasonic G360 is a nice small not so expensive PSU that its very quiet and efficient.
 
Your primary source of noise will be the CPU fan, therefore you can't beat the Nofan (see my sig). If you're not playing games then you won't need a GPU. Just ensure you get a case with good ventilation up top and strip out the fans. You can aid ventilation by not installing an internal DVD writer - get an external USB one. With your lack of budget you should skip the SSD for the moment: suitably mounted, you won't hear a HDD.
