1) What will you be doing with this PC? Gaming? Photoshop? Web browsing? etc
Gaming (a wide mix, including mainstream titles), Software Development, Coding, and some image production work.
2) What's your budget? Are tax and shipping included?
Around $1,500 USD, though less is always a plus ;)
3) Which country do you live in? If the U.S, please tell us the state and city if possible.

4) What exact parts do you need for that budget? CPU, RAM, case, etc. The word "Everything" is not a valid answer. Please list out all the parts you'll need.
Part of this will be answered by how much I can reuse. At first glance, I know (I think) I will need CPU, Motherboard, GPU, and SSD.
5) If reusing any parts, what parts will you be reusing? Please be especially specific about the power supply. List make and model.
Current Setup below. I would like to reuse some of the parts if possible. I believe the memory and PSU should be usable. Not sure about the case.

I hope so, so I assume a non-stock cooler will be required.
7) What is the max resolution of your monitor? What size is it?

USB 3.0. I may do RAID, not decided yet.
10) Do you already have a legit and reusable/transferable OS key/license? If so, what OS? Is it 32bit or 64bit?

My questions are this:

1. Does the planned part replacement look like a good building block for the future or does anyone have any better recommendations?
2. Any reason I cannot reuse my Memory for this build? How about the power supply?
3. Will these new components fit into the existing case or should I order a new one?
4. Any good recommendations for a CPU cooler?
5. Display. Should I add 2 more of the ASUS 24" 1920x1080 or should I replace all together?
6. If my budget allows, I was considering buying a second GPU of the same listed above. Is this worth the money or overkill right now?

Any other information is greatly appreciated. Thank you

1) Don't bother upgrading unless your software development, coding, and image production work take up the majority of the your time spent on the PC and is heavily heavily multi-threaded. For gaming, the 4790K isn't that much faster than the 2500K to justify the price.

2) Other than limiting you to 16GB of RAM max, no reason not to reuse your RAM. Your PSU is fine.

3) New case because the Challenger isn't all that good.

4) Coolermaster Hyper 212 Evo

6) Not worth doing unless you're doing triple monitor gaming or 4K gaming.

Honestly, the fact that you're planning on reusing your 4x4GB of RAM tells me that your " Software Development, Coding, and some image production work" isn't all that serious. As such, I don't see a good reason for you to upgrade the CPU and motherboard. You basically just need a SSD, GPU, and monitor upgrades and you'll be fine.
