Mainly web/email. Work, messaging etc - no gaming at all

2) What's your budget? Are tax and shipping included?
$400 before taxes and shipping

That's $440 with SSD or $410 with HDD. It's pretty easy to find OEM OS installations for a lot cheaper if you look. I've seen a lot of them in the $60 range in the For Sale section here.
