I'm looking to build a mini-itx workstation/secondary computer and need help picking the best hardware.

1) What will you be doing with this PC? Gaming? Photoshop? Web browsing? etc
Web browsing, Office Word/Excel, Netflix, youtube

2) What's your budget? Are tax and shipping included?
$500 including taxes and shipping

3) Which country do you live in? If the U.S, please tell us the state and city if possible.

Some of that may be overkill for the intended use of this computer, I'm not sure.

That CPU is way too much even if you were doing a high performance gaming setup. Considering that the mobo is an older B85 mobo, there's a good chance that it may not support that CPU out of the box without a BIOs update. So I recommend going with this CPU instead:
$120 - Intel Core i3-4130 CPU

Everything else looks ok. Though not a big fan using Pico-PSU setups in general.

Thanks for the suggestions Dangman. I'm a bit behind on current CPU offerings, this would be replacing an AMD Phenom II 550.

Is there a noticeable difference in performance between Intel's gen 3 and gen 4 CPUs? Or the 4400 and 4600 integrated graphics considering the intended use (web browsing, Netflix/Amazon Prime streaming)? Or is there a better/newer motherboard?

PSU wise, is there a better one for the case size? I picked it due to the case size (trying to keep the build small), but would be open to suggestions.
 
from what I have heard there is a nice boost in integrated graphics between the 3rd and 4th generation and a slight boost in CPU performance. Since integrated graphics is a point you specifically requested, it may be worth it to go the route of the 4th gen cpu just to have the extra performance incase you need it later on for something. 4th gen cpu needs 8 or 9 series chipset. 3rd needs 7th series

For the type of usage, you've mentioned, the improved integrated graphics aren't worth the extra costs. Nor does the slight CPU performance increase is worth it either. While there are newer ITX mobos, they cost at least $25 to $32 more than the mobo you chose. Add the extra $40 for the newer CPU. FOr the usage you've mentioned, no way are the new Haswell refresh CPUs worth spending an extra $72 for.

There's pretty much a lack of up-to-date information on the actual quality and performance of current Pico-PSUs. Hence my hesitation to recommend any sort of Pico-PSU based setup. Especially considering the price: $70 for that Pico-PSU kit or $60 on a confirmed highly quality PSU like the Seasonic 360W. The information from 4 years ago left a bad taste in my mouth in regards to Pico-PSUs:

However, If you must have that particular small size, Pico-PSU is your best bet.
