Currently I dont have much money to spend on a PC , but I do need one for my home work

I have everything else, but no CPU and MB. (Case, PSU, DDr2 ram, Video card. HDD)

I know $200 isnt much, so I'm about to get second hand stuffs from here or craigslist.

The question is , should I get those low end but newer i3, or higher class like E8400 but older?

I already have 2x2GB ddr2 sticks on hand, so may be older set ups are better.

Hope I can get some suggestions from you guys.

Get a amd athlon 2 quad core for like 99.00 and there are alot of motherboards out that support that processor....when building a budget build it is usually alot more bang for the buck...I recently built a rig for a friend for his business and the quad athlon was very impressive..check newegg out as you can find a board in matx or full atx for like 80 bucks or so.....amd's athlon 2 series are great cpu's for the money and o/clock well too if you are so inclined....
unless you are stuck on an intel system amd offers more combinations of systems for less money...usually...
check it out at newegg....you should have no trouble getting a cpu/mobo for under 200...also check neweggs combo deals also...sometimes they are very good deals.....
 
i'd go with a e6300 and gigabyte g31 mobo, comes in at around $110, overclock is decent, cpu is quick

Or.. grab a Intel Pentium G6950 and 1156 mobo and 2gb of ddr3 ram for just slightly more then 200.

The g6950 is fast, faster then core 2's, and overclocks like a crazy fiend. It'll also allow you to pop in a i5-750 or i7-860 later if you need the speed.

add another 40 or so for 2gb ram (corsair xms3 works best with these boards) (or sell off your ddr2 and get 4gb ddr3)

.. very nice and inexpensive, overclocks an i7 860 to 4.0ghz with ease, impressive for a quad core hyperthreaded overclock on a $100 board (well at least it is to me :D)
I've built 3 rigs with the ud2 board and various cpus, one was the g6950, another an i5-750, and another with the i7-860.. all using the same xms3 ram (2x2gb).. and the cooler master hyper 212 cooler (which just barely fits in the case as it's very tall)..
