BSOD DRIVER_POWER_STATE_FAILURE on new PC

I recently built a new PC, and I can repeatedly induce this bluescreen (DRIVER_POWER_STATE_FAILURE ) relating to ntoskrnl.exe under two specific conditions:

  1. Cold boots
  2. System resuming from sleep mode
I am not very savvy on deeply analyzing bluescreens, so I am pleading for any help that can be offered. Following debugging steps have been tried:

  1. Different graphics card (1050 ti backup card)
  2. Different PSU
  3. Removing and testing memory sticks individually
  4. Removing all USB hubs and unneccessary USB devices
  5. Various reinstalls of Windows with different sets of motherboard drivers tested.
Specifications of my computer are below:

Operating System: Windows 10 Professional x64

CPU: AMD Ryzen 1700

Motherboard: Gigabyte AB350 Gaming

RAM: Kingston DDR4 2400 4x16gb RAM (64gb)

Boot drive: Samsung Evo 960 1tb SSD M.2

Storage array: Two 4tb Seagate NAS drives in RAID 1

Game drive: One Seagate 2tb Hybrid drive

GPU: EVGA 1080 ti FE

PSU: Corsair 750w PSU
