browser helper object and HKCU

I have a browser helper object that runs correctly when registered under
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Explorer\Browser Helper Objects

In the interest of supporting limited accounts I tried altering it to register under
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\Browser Helper Objects

but now it doesn't work. The dll isn't even being loaded by Internet Explorer (version 7).

Anyone have any ideas about this or is it a known bug in IE?
