Yeah I recommend waiting till your bro actually has $500 saved up for the PC and ask for advice then. We don't know how long it's gonna take your bro to save up the additional $300 for his stated $500 budget. If he won't have the full budget by the end of this month, basically whatever advice we give him/you right now would be poor ones as a lot can change from month to month in term of prices, availability, cost-effectiveness, etc, etc.

So if your bro wants good and up-to-date advice, ask for build help when he actually has that $500 in hand.
