+1 on the vsync. You can also force vsync I believe on nvidia cards through a control panel. I know
I can with the 4850 at least.

but it is normal or i have problem ? its this normal ? do i have issue in the graphic card or mbo or the psu its not good ?

I apologize for other [H]ard|Forum members sarcastic remarks, some people don't realize that not everyone inherently knows what vsync is or how it works.

I'll simplify as best I can: Vsync (shortened form of Vertical Sync) when enabled will match the maximum framerate of your game or 3D application to the refresh rate of your monitor. With LCD panels this is usually 60hz so having Vsync on makes sure the FPS (frames per second) will not exceed 60 frames per second.

With vsync DISABLED your graphics card will output frames as fast as it possibly can despite the fact that your LCD monitor can only refresh the screen 60 times per second (60hz). This causes what is commonly referred to as 'tearing' as the monitor ends up displaying bits and pieces of each frame, The higher the FPS your video card is rendering, the worse the tearing will be. You'll notice it the most during horizontal panning (Such as turning left or right quickly in a first person shooter). This behavior is normal when vsync is disabled.

So make sure vsync is enabled your video control panel or in the game itself if it has settings for vsync and your screen tearing problem will be gone. :)
