Broke x850 pro?

Last night I got my x850 pro from Monarch so I installed it put in the new drivers and fired up a game, after a few minutes it crashes and I have to do a hard restart. I updated everything bios, windows, motherboard, and all that jazz and it still does the same thing. So I tried the drivers on the cd that came with it and still the same thing. Then I thought the fan could be broke so I checked it and it seem like its not spinning very fast.

Im not sure how to tell, is there some kind of utility that will show me the fan speed and gpu temp?
 
what card did you have b4, have you tried driver cleaner to remove the previous drivers?
