bottle neck program?

i remeber talking to one of hte techs at my dads work a while back and they told me to download this certain program that would identify where the bottle neck in a system was. the only issue is i dont remember what the program was called...
would anyone happen to know what im talking about?
i dont need it right now, but it would be very useful later
 
:/ you can use the windows experience index lol itll show you your cpu ram hd gfx etc...doubt this is the best tool but its free and will work but is probably not the most accurate
