K, one day my when my computer booted up with my GF4Ti4600, the first thing on monitor or random strips of colors everywhere.

So, I just went on and used my GF4MX440 for about a month. Then about recently, in every games I played there would be MAD FPS droppage, such as counter-strike where my FPS would stay at a constant 99 then out of no where it would drop to like 10-20 for 2 seconds. This would happen about every half a minute or so. Only recent event that I can remember to cause this is installing HALO. My card isn't overheating because I didn't overclock it at all and I've tried run the games after leaving the computer off for a day.

Are you sure the card isn't overheating?? These are the classic symptoms. Check to make sure the fan is running, the heatsink is clear of dust etc.
Leaving the computer off for a day and then running a game doesn't do anything for card overheating. You might get a few more seconds of play out of it, but it overheats very quickly if the hsf isn't doing its job.

I'm pretty sure it has nothing to do with the HSF or the fan, because my fan is running 24/7. The HSF is correctly in place free of dust, and I even applied fresh new thermal grease. I thought it was spywares doing this so I deleted every single spywares off my computer. I've also scanned for viruses using HouseCall. However, funny thing is everytime I ran Norton or VirusScan, it would automatically close itself everytime I try to run it. In addition, even my regedit menu closes itself. Someone suggested this problem could be with my CPU so I was monitoring my CPU Usage monitor through my Manager Task. I was noticing that every 30 seconds or so (exactly when I get the mass FPS droppage) my CPU usuage would jump from constant 2% to like 80%. Something is very wrong.

Nope, this just randomly happened when I was playing need for speed underground. Out of nowhere the frames started freezing for few seconds every 30 seconds. I thought it was really not a big deal until it started happening in every single games I was playing it.

I dunno about the Ti 4600, but this time it sounds like your culprit is some background application (be it spyware, a virus, or something legit) is consuming all your processor cycles and causing this FPS drop.

Just because you get lag spikes in video games does not always mean your problem is video card related.

I agree. Try closing EVERYTHING that's not needed through the Task Manager. Close all applications, and end every process that you don't need (you can look online for a list of processes windows has to have to run right), then see if it still does it...

I look at my task manager regularily and there's nothing new at all. Does Trend Housecall have the same the same scanning power as norton and virusscan?

Virus going around does just that. I will close taskmgr and nortons and a few other things.

Can you give me some more details and information on this virus(es)? That would be appreciated ;)

hmm.. I was infected with a virus/worm afterall.I booted in safemode and deleted my "netsvc.exe" file and my computer was free from those constant random spikes and lags, even offline. This virus/worm even prevented running any virusscanners and even the regedit menu. :D

My system is practically immune to viruses. It's Windows Millenium. And i don't even have an anti-virus. I've ran it for about half a year now, without formatting once, and still no sign of any viruses. Nobody would even bother to write one for the four people who use Windows Me. It's like writing a virus that only affects MSDOS 1.0 users.

Talk about "living on borrowed time". You need to do a little research and not be so nieve.

Oh, i know i have a lot of viruses by now. The problem is they can't do nething. I don't even have any performance losses due to those viruses (as opposed to running Norton, which keeps getting disabled by worms, and eats my ram and cpu space) . Also, nieve is spells "naive".
