Borked Video card?

just rebuilt my computer from the ground up and now the video is flickering on and off and causing my system to crash. Is there any way to see if it's the video card as opposed to the CPU that's causing this? or is it pretty clear that the video card is responsible. It's an ATI 9600 SE and I've got a amd64 in a kv8 max3 board...
 
Check your PSU as well. If your parts aren't getting the juice they need, it could cause that kind of problem.
