Bootup problem

Since about two weeks ago we've had a constant problem on bootup.

When the machine is just about ready to open the login screen for XP it stops, and restarts itself. Going to the make a selection on how you want to start your computer screen. By either letting it go on itself, or pressing enter it runs through this same process about 4-5 times, then finally your at the log in screen and all is well.

However! If I was to press the up arrow at the selection for bootup screen, wait 2-3 minutes, come back and hit enter, it will boot right up to the log in screen.

We've tried: reinstalling everything, zero'd out the Hard drive. Installed a new 3v flat battery on the mommy board. Updated the bios incase one of the files might have been corrupt.

Not sure what to try next. Maybe one of the components on the mother board is cooked?

Explain what kind of system you have. Dell? HP? IBM? Homegrown clone? What kind of motherboard and processor does it have? Give a detailed description and maybe we can help.
