Boot-up problems. Could be the RAM

Hello all. I am a newbie here and I signed up so I could ask this question. I don't know a whole lot about hardware, which is why I'm here. I bought a computer (piecemeal) online and I have everything assembled, but it won't boot. I have a Hoxtek F845MD Micro-ATX mPGA mobo with some generic (Centron) 2 x 256 sticks of RAM. The manual is not even remotely helpful as to what my problem might be. I have a 350W PSU, 2.0 Ghz Celeron, generic cd-roms, etc. I also have an AOpen GeForce 4 mx4000 128 M video card. Now here's the problem(s) One when I turn it on the beep seems to be longer than normal. I counted about 1 and a half seconds. It's not two longs and a short so it's not the vid card. That leaves the RAM. I know I have the right kind, though. It's generic DDR133 PC 2100 SDRAM. There might not be anything wrong with it, the beep just sounds funny though. Here's the real problem. As soon as it gets past the beep the screen DOES come on, but only to say: Warning PC is entering power-saving mode and then the screen shuts off. Now, the monitor says No Signal when unplugged from the back of the video card (mobo has no onboard or I would have tried that.) and I've tested it on another computer, so it's not the monitor. The vid card has a regular RGB out and a DVI out. It did not come with a DVI to RGB converter so I don't think that the DVI is the primary out on it. The computer stays on and there's an LCD temp monitor on the front of my case and everything in terms of wiring on the inside is wired correctly/sensors in the right place, etc. that registers temps from the CPU, sys and HDD just fine. It's idling around 36-38. Any help you can give me in this matter would be most appreciated. Thanks.

Thanks for the info but, unfourtanatly, it is still not working. When I turn the comp on, everything turns on but the screen is still reading PC going into powersave mode. Somebody help
 
Solved the problem of my monitor turning on. Now the setup is having problem detecting the hard drive. Have it set for master and it is the only drive on the cable. Everything turns on, what could be the problem
