Boot disk

I just finished building my first computer, so I started it up. It says to put the boot material into the boot drive. My optical drive has not yet come in the mail, so I'm using an exterior drive connected to a USB port. When I put the disk with the operating system into the drive and press a key (like it says to do), nothing happens. It simply gives the same message, that I have to insert the boot material. Can anyone help me?
 
Does your BIOS have an option to use a USB keyboard? Is it on? What other devices are on USB? What is the boot order set to?
