Boot cycle problem?

i got a 527c Microtek LCD monitor. and a 8500LE 128mb video card, with 512mb ram, and a 160gb harddrive that hasnt been cleaned yet. i already changed the mobo out along with CPU so i know its not that. anyways the problem is:


When i install either a TI200 or a 8500LE it get stuck in a boot cycle, bios goes through its thing and it acts like its going to boot up windows, as soon as you see the Window's loading screen it restarts, and keeps restarted till i shut if off... could that be the RAM? i know its not the video card i've tried 2 different brands, i went in bios chaning the AGP settings, is it the monitor? also, the only card that i found out that worked along this pc (i had a amd 1800+ in there before, now has a p4 2.4 in it now) is a TNT2 Riva 8mb card...
