I can't imagine it weighing over 13oz's. 3 more ounces and you have a pound, which is a considerable amount of weight.
 
its under, and yes you can use the USPS shipping for about 2 dollars (at least for me)

it lets me choose it, will it be shipped in an envelope? if so, its a bad idea to get this shipped usps ;)
