Blurry lines while gaming?

Hey all, just started gaming on my new rig, so I fired up Counter strike(figured I'd start with less intensive games) and while I'm running sometimes a "blurry" line appears horizontally across the screen and stops immediately when I stop running. I have an x800xl, 3200+ venice, and a vp191b(digital input) and 1 gig of ram. I had the in game settings at 1280x1024, 32 bit. I just tried updating drivers and forcing all applications to run at 60hz, as well as forcing everything to 2xAA and 4xAF. Haven't tried again, but while I do that, anyone have any idea what might be causing this?

Edit:Additionally, my system has froze on me 3 times(for no apparent reason). It is quite hot in here, but there should be more than sufficient cooling. Anyone know any good temperature monitoring programs? Perhaps the video card is overheating despite my cpu temp being well in range (40 celsius)?
 
Get AtiTool and change the stock fan speeds to 100% at 70C. That will most likely help. Ati likes their cards to fry.
 
Well, it's not the video card because the temp never gets over 63 C. I was playing some half life 2, no blurry line, just a tiny bit of stuttering every once in a while(probably because I have a bunch of things running at once with settings on high.) So, still not sure why it does it occasionally in CS.
