I've been getting this screen when I turn on my computer, it lasts for 2-5 min before Windows starts up. Is this a sign of hard drive failure?

No, not really, its usually caused by a driver being loaded up that for some reason gets stuck and times out.
 
Hit F8 at the bootloader and enable boot logging, then see if it stalls out while loading any particular driver.
