Ok, so i just got my new ocz eb 3500 2x512 sticks in on tuesday, and ive been having some problems overclocking. Ive been having sevral problems, but the biggest would be, any time i change the voltage, on anything, my screen artifacts up, like the hole screen. itll even artifact in the bios... Now, the other day i was in the bios, and i saw my 12+v line was at 9. something, and i was like wtf. So, do u think it could be my psu? Its an antec true 430 by the way.

Given that you have an Antec True PS, I would seriously doubt that your PS is bad. Then again you might have gotten a dud and need ot RMA it. Unless you have an alternate means of testing the voltage on that 12v rail, I would suggest swapping out either your PSU or your mobo. Try plugging your mobo into another PSU. Does the bios still register 9 on the 12v line? Or plug your PSU into another mobo and check the bios on that.

First, though, I'd check to see that everything is seated properly, connections and such. Then go from there. Did this problem happen before you got the new RAM?
 
i hadnt started to overclock before i got this ram
but now, if i change either, my ramvoltage, or my cpu voltage, either as soon as i get into windows, or when i hit the bios, ill get a full screen artifact show :(
 
All I can think of is the RAM might be what is causing the problem. If you still have the old RAM, maybe plugging that in and checking your bios will show you no problem at all. That's a possibility. In which case you can RMA the RAM and start over.
