BL TPS DLC + PhysX = massive stutter

Played all of Borderlands The Pre-Sequel with all the sliders maxed out without any notable issues. However with Claptastic Voyage DLC, particularly in level Subconscious, PhysX Effects has to be set to Low. Stutter was so bad I had to stop and figure out the problem. Even on a 4.4GHz 4790k + ddr3-2400 + oc Titan X + low res 1366x768 + all other gfx options off ... it will stutter horribly with any PhysX higher than Low (like 1/4 second pauses while at 150-450 fps lol). Obvious solution, I'll just turn PhysX to Low, whatever. (I turned GSync off just to rule that out too, that's why more than 144 fps.)

Is it best to turn PhysX off normally? Or is it not running on the GPU possibly (how can I tell?) Or just a poorly tested DLC on the game engine?

That's really strange, I just finished that game yesterday with everything turned all the way up (including PhysX) on a GTX970, no stuttering problems at all. I did run it at vsync locked to 60fps though.

It only seems to affect Claptastic DLC. You finished that one too? I'll try 60 and see what happens just for curiosity (I finished the game too now already.) Nope, no dice with 60, still pronounced stuttering.

(Swapped new gfx card with old one -- no change, so it's not the gfx card.)

I dug around the bios, turned on VT-d, turned off EIST and Memory Scrambling. That solved a VirtualBox perf issue (probably VT-d), but no change on BL. My cpu is pegged at 4.5 so EIST change wouldn't affect anything anyway.

The exact spot is after you drop down the long hole in the VaultHunter.exe building (within Nexus -> Subconscious). Drop off the ledge and shoot the barrel or the large purple enemy, both cause marked stuttering with physx here.

Win 8.1 x64 + driver 347.88 here, which are you using?

Yup, I finished the new claptastic stuff over the weekend (including the tedious as heck final boss fight)
Don't remember if I shot the barrel or not but I was being pretty liberal with the rocket launcher (whee! ammo regeneration) so I probably hit one eventually.
Using Win 7 64-bit and I think one major (non-beta) version older than that at the moment. (been too lazy to update it)
 
I'm not sure why it would be different with just one DLC, but you might try uninstalling the PhysX portion of the driver, and reinstalling it. I haven't had to do this in a long time, but I seem to remember it helping with a similar issue in BL2. Worth a shot anyway.

After blowing a failed hour on the EOS fight and then reading on the internet, I edited profile.bin to win lol. I just wanted to get to FC4 because GTA V is coming.

I was doing mostly fine and managing to stay alive but even with ammo regen and exclusive use of a rocket launcher it was very slow going. I kinda ended up loading up a trainer and bumping up the appropriate damage multiplier for rockets.
