bios problem or not?

I have 2 sets of CORSAIR XMS 1GB (2 x 512MB) 184-Pin DDR400 Dual Channel kit, for a total of 2GB of ram. They are suppose to run at 400 MHz, but when I start up my system it shows that the memory speed is only at 333, and according to my NVIDIA nTUNE manager it is 333MHz as well when it should be 400 MHz

so my question is are there some bios settings I need to adjust? or is it some other obviouis problem that isnt so obvious to me?

manually set the memory ratio in the bios to 200mhz, 1:1
