Alrighty.
I've got a Connect3d Radeon 9500np that I'm running as a 9700 series card by way of ocfaq's softmod-hacked drivers.

I want to flash the bios and change the ID/name/whatever that it shows up as, and probably just go ahead and make it a 9700. What do I need for this?

Well you will need to break out the trusty hex editor to change the card ID in the VC BIOS... If you need some help with this, PM me and I will give you a hand.
