Ummm, you have to ask? If they're 10% of the cost of one, it's either broken and for parts or is a scam.
 
There are many websites selling products at their own price. PC hardware doesn't have a set price in every market. Many sell older PC parts for high price because the demand is high. I don't know why this one is priced higher, but that is one reason for that.
