https://ebay.us/m/AXw6x6 bought last night, code came in 5 minutes, easily activated on my Legion 7i (14900HX) machine. GLTA, better than the going rate at most places and about what it's worth.

Yeah they email a code same as buying from the forums here. Seller rep is pretty good too.so "Important: This is not a retail game disc or retail download code. No digital delivery is offered or advertised." but then they send you a code?
It's an eBay rules thing - when selling digital it is high risk because unless you print out the code and send it in the mail with tracking there is nothing the seller can do to prove delivery - even if it is via eBay's own messaging system. Been there, done that. Now when I sell digital I always mail something to them with tracking. Costs like $4 but you are protected from scammer buyers. My guess is that they have so much volume they will just take what money they can and not ship out anything. For the few people that do a dispute they'll still make plenty of $$$.
FWIW I bought from a similar seller back in early September. All good.
That part I do not know - my assumption would be since it is a U.S. promotion by Intel that you need to have a U.S. location. They may just be stating the VPN thing as a CYA because I cannot imagine that Intel has gone to such lengths over a $70 key. Worked for me, was able to use a work computer to activate it and get my key for my AMD desktop
