I am wondering which would give more fps on a P5Q Pro, a single 4870X2 or two 4890's? Would the P45 hold back the 4890's enough to not be worth buying them over a 4870X2?
 
2x 4890 is faster, but you have to have a good CPU to squeeze all its performance depending on resolution.
 
i7 is for sure better at handling dual GPU's or higher.
I'd go for whichever is cheapest (assuming both are of near equal loudness) if you dont plan on upgrading your CPU within a year.
 
The CPU is a q9550 clocked at 4.0
I am more worried about how much the P45 chip will hold back the two cards, compared to a single slot card.

You already know that P45 isnt as good for SLI/crossfire so for sure it will be faster on a high clocked i7 than the best you will get on C2Q.
It may still be fast enough for you though with current games, especially with such a high clocked quad.

Check reviews at the resolution you use to see the difference between a regular overclocked i7 and high clocked C2Q.
There will only be a few current games that will struggle.
ie GTA IV needs 1.4GB of video ram per GPU to max the games settings, no way round this unless you dont mind subpar framerates.
X3:TC only runs on one core so there may not be a CPU in existence that guarantees smooth framerates all the time.
Cryostasis is a machine killer.
