Best water cooling system?

I don't know much about ater cooling yet but I can't spend more then like 250 bucks on a water cooler(can be flexable to a point). I'm looking for the most complete, farily quiet, and most importantly the one with the most heat dissipation(sp) thanks.
 
You are better off making your own kit then buying a pre made kit.

Look for an Heater core ( best heat dissipation )
Water block
Pump
Reservoir
tubing

Go to www.dtekcustoms.com to make your own kit.
They have all you need.
 
Im feeling good so I made you a kit at dtek:

You should be good with that.

Drop the purple ice. Get the ALU topped WW if you can afford it. Use regular glycol (antifreeze) in your loop and water. The ratio should be 10 parts water to 1 part glycol. The purple ice will not prevent corrosion in the system.
