1. Intel Quicksync
2. AMD APP (Stream encoding) - Equivalent of Cuda

Why do you need something that supports those? You're limiting yourself to the low end of the efficiency/speed/quality spectrum.
 
I just have a lot of videos that I copied from all my DVD collection and BluRay collection that I want to convert to PS3 so I can store my expensive disc where they wont get scratched etc... and still watch them using PS3 Media Server.

CyberLink Media Expresso is what Ryan Shrout reccommended with those qualifications to another user on twich. Quicksync will be faster than the AMD stuff but you are limited in how much you can customize your rips.

Use x264 instead.
 
Arcsoft was blazing fast when I fooled around with it, but quality isn't great.

As long as you use a CRF of 18 or better you can use near the fastest x264 settings which are very very fast in Staxrip or Handbrake and get great quality.

If you want very fast with still a decent file size use:
CABAC, Hexagon, 3 ref frames, 8x8, & weighted P. Subme between 0-2, trellis off, B frames off, partition default. Qaulity comes out nearly the same as the very best settings (provided you're using a CRF) but it's a boatload faster if you need to do something in a rush and offers much better results than quicksync, cuda, or the likes.
