Best software to use for creating digital collages?

I'm looking for some good software to use for creating photo collages. I've tried using Picasa2 and it works great other than it won't let me have different sized images in the collage and it's sort of a pain to reorder the images. I'm looking to take like 30 small photos and make a collage out of them. I'm currently downloading Wondershare's Photo Collage Studio to try it out. Does anyone else have any other suggestions?

Thanks but I'd like to use something a little more intuitive and simpler to use to quickly create collages. I like how Picasa2 works but I just can't get the images the size I want or arrange them the way I want.
