Best PSU for ATI X1900XTX and 3 HD's?

If I have a 24 pin PSU, will I still need the 1900XT plugged into another PSU donggle?

Sorry for the noobness, but how do I make this PSU work with this card, it says it has 2 12v rails at 19a each, do I combine them or something, the card says it needs to draw 30a off the 12v rail.
